2 stopsEPA/DEP Hazardous Waste Generator ID (if above VSQG threshold)
Auto repair shops generating hazardous waste (spent solvents, some paints and cleaners) are subject to EPA generator rules. Shops generating no more than 100 kg per month are Very Small Quantity Generators and are not required to obtain an EPA ID number; shops above that threshold are Small Quantity Generators and must obtain an EPA/DEP ID number by filing EPA Form 8700-12 with the Florida Department of Environmental Protection. Used oil and used oil filters are managed under separate used-oil rules and must go to registered used-oil handlers.

Florida requires anyone paid to repair motor vehicles owned by others to register with the Florida Department of Agriculture and Consumer Services (FDACS) under the Florida Motor Vehicle Repair Act (s. 559.904, F.S.). Registration is per location and renews biennially; the two-year registration fee is based on the number of employees performing repairs ($100 for 1-5, $300 for 6-10, $600 for 11+). Written repair estimates and customer authorization are required for repairs over $100.

Florida Sales Tax Registration
Auto repair shops must register with the Florida Department of Revenue to collect sales tax. Repairs that include any parts or materials are fully taxable (parts and labor together); labor-only repairs with no parts or materials transferred are exempt (Rule 12A-1.006, F.A.C.). The state rate is 6%; Miami-Dade County adds a 1% discretionary surtax for a combined 7%.

Florida DEP — Hazardous Waste Generator Registration
Auto repair shops generating used oil, used antifreeze, solvents, and other hazardous wastes must comply with Florida DEP hazardous waste rules (Chapter 62-730, F.A.C.) and used oil rules (Chapter 62-710, F.A.C.). Small and large quantity generators must obtain an EPA ID and register in RCRAInfo for e-Manifest. Businesses that transport, process, or market used oil must register annually with DEP; a shop that only generates used oil does not. Used antifreeze that is recycled is generally exempt from hazardous waste regulation under DEP guidance.
